Experiences with a typical Internet Fraudster

On 14th October 2005 a relative bought a DVD (120,000 ebooks) from the website http://www.ebooks4information.com. Payment has been done through PayPal. Unfortunately, she never received the DVD. The seller also ignored several emails sent from different email addresses.
On 31st October 2005 my relative filed a complaint with PayPal. The seller replied to PayPal's inquiry (original citation): "item was sent out by email on 14th october , no contact has been received from the buyer, advise the buyer to adjust there firewall and spamming settings in order to view their order."
It's new to me - and everybody, I think - that you can send now a DVD by email. This comment was also the reply to PayPal, among other.
On 23rd November 2005 my relative got an email from PayPal (original citation): "We have decided in your favor, however, we were unable to recover any funds from the seller's account."
I did some research and found out first that the same person (Samantha Milner from Bolton, according to an ebay member) was a formerly ebay member (United Kingdom) - and that there have been many similar complaints at ebay like ours within October 2005. Samantha Milner is no longer registered with ebay. But you can view still her profile and the negative comments of buyers at eBay:

I did some further research and looked what Samantha Milner was (and is) doing. First, she changed the payment processor. I'm sure, because PayPal closed the account respectively stopped accepting payments for this seller. Of course, I informed the new payment processor about Samatha Milner's fraudulent handling with the order of my relative. But in the meantime Samantha Milner is using again another payment processor. Obviously, the second one closed also her account. In February 2006 Samantha Milner started a new (additional) website samantha-milner.com. I thought it is a good idea to contact her once more. So, my relative send her again an email explaining thay she didn't forget Samantha Milner's fraudulent handling. The following is the original text of Samantha Milner's reply:

My relative sent again an email to Samantha Milner containing details of her order and payment made in October 2005.
What do you think what happened next? Maybe you know it. I knew it, too. My relative heard never again from Samantha Milner.
Samantha Milner's business is simple fraud. My relative paid to ebooks4information.com 31,99 GBP - and received never the item she ordered and paid for. Additional, the owner and operator of ebooks4information.com ignored all inquiries. This is a typical fraudulent internet business. Or how would you call it?

On 5th March 2006 we informed Samantha Milner by email that we will publish in the near future how she is doing business. No response. Maybe she thought the mail was nothing but words.
You may ask now, why this story about Samantha Milner? I hope, this article will make it more difficult for this fraudulent merchant to defraud other people. PLease note; Samantha Milner had more than enough time to say "Sorry, I made a mistake" or something similar. She had the option to deliver the DVD or to refund the payment. It was her decision to do nothing. So I may call Samantha Milner here now (without bad conscience) a fraudulent internet merchant.
Of course, I can prove all above statements.
